Odoo in Qatar costs two things: a published per-user subscription, and a partner engagement to configure, migrate and support it. At the time of writing Odoo lists its Standard plan at €19.90 per user per month billed annually (€24.90 monthly) and Custom at €35.90 (€44.90 monthly), with a free single-app tier and a €7.90 Light User seat. For a typical Doha SME the partner work is usually the larger line in year one, so the number that matters is a three-year total cost of ownership — not the licence price on the pricing page.
That distinction is the whole subject of this article. Searches for "Odoo cost Qatar" usually return either a per-user figure with no context or a sales page with no figure at all. Neither tells a finance director in West Bay what to put in a budget. What follows is the actual structure of the cost, the numbers Odoo publishes publicly, and the Qatar-specific work that has to be paid for regardless of which edition you choose.
Odoo sells the same application suite on a per-user basis rather than per module, which is the single most important structural fact about its pricing. Standard and Custom both include every app — Accounting, Sales, CRM, Inventory, Purchase, Manufacturing, HR, Project, POS, Website — for one fee per user. The published list, as displayed on odoo.com/pricing at the time of writing, is below. Odoo localises the currency by region and revises prices periodically, so treat this as the shape and the order of magnitude, and confirm the current figure before you sign a budget.
| Plan | Published price | What you get | Who it suits |
|---|---|---|---|
| One App Free | €0, one app, unlimited users | A single app on Odoo Online, no user limit | Firms testing one process — invoicing only, or inventory only — before committing |
| Standard | €19.90 / user / month billed yearly €24.90 billed monthly |
All apps, hosting, maintenance and unlimited support included | Most SMEs running accounting, sales and stock without heavy customisation |
| Custom | €35.90 / user / month billed yearly €44.90 billed monthly |
All apps plus Odoo Studio, Agentic AI, multi-company and external API; Odoo Online, Odoo.sh or on-premise | Groups with several legal entities, integrations, or a need to host outside Odoo's cloud |
| Light User | €7.90 / user / month | Restricted access for staff who only view or approve records | Warehouse staff, approvers and timesheet-only users who do not need full seats |
Two details on that page are easy to miss and worth money. First, Odoo periodically discounts the first twelve months for initial users ordered — the price you are quoted may be a promotional rate that reverts in year two, so ask for the renewal price in writing. Second, Odoo.sh hosting is charged separately from the subscription, and on-premise means you carry the server, backup and security cost yourself. Neither point concerns the software fee; both change the budget.
Licence fees are arithmetic. Implementation is judgement, and it is where budgets in Qatar actually go wrong — usually because the quote covered configuration but not the data, the integrations or the people who have to use the system. The table below is the structure an Odoo budget should have before any figure is filled in.
| Cost line | What drives the size of it | How to keep it down |
|---|---|---|
| Scoping and design | How many processes are in scope, how many legal entities, how many currencies and warehouses | Agree the process list and a written scope before configuration starts, and price changes separately |
| Configuration vs custom code | Every custom module is a permanent upgrade liability; standard configuration is not | Change the process where the software is right, and reserve custom code for genuine competitive difference |
| Data migration | Chart of accounts quality, open items, item and customer masters, how much history must come across | Load masters, open balances and the current plus prior year in detail; archive older years as documents |
| Integrations | Payment gateways, bank statement feeds, e-commerce, payroll and WPS files, third-party logistics | Automate only the flows that run daily; a monthly manual step is often cheaper than a fragile interface |
| Training and change management | Number of roles, staff turnover, whether Arabic and English are both needed day to day | Train by role with that role's own transactions, and nominate an internal super-user per department |
| Ongoing support and upgrades | Whether anyone internal can administer users, reports and small changes after go-live | Budget support from month one; unmaintained ERP is the most expensive option available |
Take a trading company with twelve full users on Standard, billed annually. The licence arithmetic is 12 × €19.90 × 12, or roughly €2,866 a year; on Custom the same twelve users come to about €5,170 a year. Convert at the rate of the day — the QAR is pegged to the US dollar, so euro-denominated list prices move against a Qatari budget even when Odoo has not changed anything. A Light User mix, or moving warehouse staff to restricted seats, reduces the recurring line without reducing headcount.
That is the smallest part of the decision. In the Doha projects we scope, the implementation fee is quoted as a fixed price against an agreed scope and is commonly larger than the first-year subscription, because the work is not installing software — it is mapping a chart of accounts, cleaning item masters, agreeing approval thresholds, and getting a warehouse team to trust a scanner instead of a notebook. The honest way to compare two partner quotes is to put them side by side against the same scope document and ask what happens, and at what price, when the scope moves.
Odoo Community is open source and carries no per-user fee, which makes it attractive on paper. It is the right answer for a technically capable organisation that wants accounting, sales and inventory with no need for the enterprise features, and that has somebody on staff who can run a server, manage backups, apply security updates and take responsibility when an upgrade breaks a customisation.
It is the wrong answer for most SMEs in Qatar, for three reasons that are about cost rather than features. The subscription editions include hosting, maintenance and unlimited support in the per-user fee; on Community every hour of that becomes your problem or a billable engagement. Odoo Studio, multi-company and the external API sit on the Custom plan, and those are precisely the features that let a business adapt without a developer. And the accounting localisation, statutory reports and payroll outputs still have to be configured and tested by someone who knows both Odoo and Qatari practice — the edition does not change that work. The full comparison of editions and hosting options is on our Odoo practice page.
Generic Odoo budgets written for Europe or India consistently understate the local work. In Qatar, these items are not optional extras:
BNF Consulting is an Authorised Zoho Partner and an Official Odoo Partner based in West Bay, Doha. Our scoping work starts with the process list rather than the software: which approvals, which documents, which reports, which people. From that we produce a written scope with the licence tier, seat count, migration depth and integration list priced separately, so a client can see what each decision costs and drop the ones that do not pay for themselves.
Part of that advice is sometimes uncomfortable: for a small firm that needs invoicing, expenses and VAT-ready books, Zoho Books or Zoho One can be the cheaper answer, and we say so — our Zoho practice exists for exactly that reason. Odoo earns its subscription when inventory, manufacturing, projects and accounting have to share one set of records, and the cost of not having that is measurably higher than the licence. Where the requirement is a finance function rather than software, our consulting services cover the process design that has to happen before configuration.
If you want a second opinion on a quote you have already received, or a budget you can defend to a board, call +974 7703 0026 or email sales@bnf-consulting.com. We will tell you which tier you actually need, what the migration will really involve, and where the number in the proposal is likely to move — before you commit to it. You can also book a scoping session with our Doha team.
Odoo charges per user, per month, not per app. On its published price list that is about €19.90 per user per month on Standard and €35.90 on Custom when billed annually, plus an implementation fee from your partner. For a twelve-user company the subscription is roughly €2,900 to €5,200 a year; the implementation is normally the larger cost in year one.
Community is open source and has no per-user licence fee, so the software itself is free. It does not include Odoo's hosting, maintenance and support, and it lacks Studio, multi-company and the external API, so you carry server administration, backups, upgrades and any customisation work yourself. For an SME without in-house technical staff, the total usually ends up closer to a paid plan than the word free suggests.
Implementation is quoted by the partner against a scope, so it varies with the number of processes, legal entities, integrations and migrated records rather than with the licence price. Configuration-heavy deployments with clean master data sit at the low end; multi-company groups, manufacturers with bills of materials and businesses migrating years of history sit at the high end. Always ask for the scope list and the change-request rate in writing.
Per user. Standard and Custom both include the entire app suite for one fee per user, so adding Inventory or Manufacturing does not add licence cost. Restricted Light User seats are cheaper and suit staff who only view or approve records, which is the simplest way to control a recurring Odoo bill in a business with many warehouse or field staff.
Keep custom code to a minimum, agree a written scope before configuration starts, and migrate master data plus open balances plus the current and prior year in detail rather than every historical transaction. Mix full and Light User seats by role, and budget support from the first month so small problems do not become a reimplementation. Those four decisions usually move the three-year cost more than any negotiation on the licence.
